A Leader in Complex Settlement Administration

Roma Petkauskas is a nationally recognized leader in the design and administration of some of the largest and most complex claims and settlement programs in the United States. She advises courts, counsel, governmental entities, and corporations on the development, implementation, and oversight of high-stakes litigation settlements, with a focus on efficiency, internal controls, and fraud prevention.

Roma currently leads the implementation of the National Opioid Settlements, including the Purdue/Sackler resolution, coordinating with states, subdivisions, and tribal entities to perform allocation calculations, issue notices, and distribute funds. She also oversees two of the most significant settlement programs in the country: the NFL Concussion Settlement Program, now in its 10th year of implementation, and the Blue Cross Blue Shield Antitrust Provider Settlement—the largest healthcare antitrust settlement in U.S. history.

Landmark Implementation Experience

Roma’s work spans some of the largest and most complex proceedings in American legal history. Early in her career, Roma contributed to the development of eligibility and compensation algorithms in the nationwide “Fen-Phen” Diet Drug Settlement and worked closely with Pfizer and other stakeholders to implement complex settlement frameworks, including drafting procedures for handling Medicare claims.

She later played a key role in managing data and claims processes in the 3M Combat Arms Earplug MDL, the largest multidistrict litigation in U.S. history, involving approximately 300,000 claims consolidated in a single proceeding.

Roma also led operational implementation for the Court-supervised Deepwater Horizon Settlement, overseeing the establishment and staffing of 18 offices serving claimants across the Gulf region. That program distributed more than $12 billion across 178,000 claims and was recognized by the overseeing Court as one of the largest class action settlements ever completed, reflecting “the unprecedented, tremendous eight-year effort.”

Advancing Fraud Prevention in Settlement Programs

A certified fraud examiner, Roma is a recognized leader in fraud detection and prevention. She developed advanced analytics-driven systems to identify and mitigate fraudulent claims in major settlement programs, including the Vioxx and ASR Hip litigations. Her work earned her the United States Attorney’s “Coin of Excellence” for her contributions to fraud detection efforts in the Gulf Coast Claims Facility and Deepwater Horizon settlements. She works successfully with multiple law enforcement agencies on case referrals and assists with investigations and trials.

Roma is a frequent speaker on settlement administration and litigation management and is a contributing author of the chapter on Settlement Administration Considerations and Processes in the Class Action Strategy & Practice Guide (Elizabeth J. Cabraser & Jocelyn D. Larkin eds., American Bar Association 2d ed. 2025), a perennial bestseller publication of the American Bar Association.

She began her career at BrownGreer in 2005 after graduating in the top 5 percent of her class from the University of Richmond School of Law. She also holds a degree in International and European Law and pursued advanced legal studies in the LL.M. program at American University.

Outside of her professional work, Roma strongly believes in the value of helping others. She founded and leads the Petkauskas Foundation, which provides educational and developmental opportunities for underserved children in the United States and Lithuania.
