Kalena focuses on the development implementation, and review of processes for special handling of claims for deceased, minor, and incapacitated claimants. Kalena began her legal career representing people with disabilities in civil rights litigation as an attorney with Virginia’s Protection and Advocacy agency. While there, Kalena managed the work of the Children’s Advocacy Unit, with particular focus on special education and healthcare access issues.
