Los Angeles County reached a $4 billion settlement agreement in 2025 to settle more than 11,000 potential claims of sexual abuse against children in the care of foster and juvenile detention facilities. It is the largest settlement of its kind in U.S. history.
The abuse dates as far back as 1959. Most of the abuse stems from employees at Los Angeles County Probation Department facilities and at the MacLaren Children’s Center, which closed in 2003.
The Hon. Lou Meisinger (Ret.) was retained as Claims Administrator, while BrownGreer serves as Claims Processor and QSF Trustee.
We developed the Allocation Protocol for the program, which included eligibility criteria, the claim submission and review processes, and information about releases, liens, and payments.
Additionally, we work closely with the Claims Administrator and legal counsel to advise on a wide range of claims adjudication and fraud-detection issues.
