Frank has extensive experience in the areas of regulatory and administrative law, particularly as they relate to the health care industry. Frank began his legal career working for the Commonwealth of Virginia, where his initial responsibilities were focused on the enforcement of state environmental laws and regulations and, later, on the enforcement of state laws and regulations governing physicians and other licensed health care professionals. He was also responsible for the development of policies and procedures governing Virginia's state Medicaid program.
In addition to his regulatory expertise, Frank also has significant experience as a business consultant and project manager, having spent nearly four years with Ernst & Young's Health Care Advisory Services practice. As a Senior Manager with Ernst & Young, Frank worked with hospitals and other health care organizations throughout the country on a variety of compliance-related initiatives.
Before joining BrownGreer PLC, Frank was associated with the Richmond law firm of McCandlish Holton, PC. At that firm he advised health care clients on a variety of issues including compliance with the recently enacted HIPAA medical privacy regulations. He also represented clients in matters pending before state and federal courts, and appeared on behalf of clients at administrative hearings before state and federal Hearing Officers and Administrative Law Judges. Frank joined BrownGreer in August of 2003.
Frank has written and spoken on various legal topics such as health care fraud and abuse and medical privacy laws, at CLE seminars, at the Blue Cross/Blue Shield Association's national meeting, and at the American University School of Law. He is a member of the Virginia State Bar, the American Bar Association, and the Health Care Compliance Association.
