Frank began his legal career working for the Commonwealth of Virginia, where his initial responsibilities were focused on the enforcement of state environmental laws and regulations and, later, on the enforcement of state laws and regulations governing physicians and other licensed health care professionals. He was also responsible for the development of policies and procedures governing Virginia's state Medicaid program.

In addition to his regulatory expertise, Frank also has significant experience as a business consultant and project manager, having spent four years with Ernst & Young's Health Care Advisory Services practice. As a Senior Manager with Ernst & Young, Frank worked with hospitals and other health care organizations throughout the country on a variety of compliance-related initiatives.

During his time with BrownGreer, Frank has supervised the processing and payment of claims in numerous class actions and other matters involving the aggregation of multiple claims. He has worked extensively with regional and national banks overseeing payments to thousands of claimants in various settlements, including settlements involving wage and hour/overtime issues and claims involving the federal government. Frank joined BrownGreer in August of 2003.
